经济发展带来汽车保有量的增加,交通运输面临巨大压力,交通拥挤带来的各种损失越来越大,由交通引起的能源、环境问题也越来越严重。交通需求管理作为解决交通问题的有效手段,在发展中国家具有重大应用价值。本文总结世界上大量交通需求管理(TDM)实践案例经验,在前人研究的宝贵经验和先进研究成果之上创新性地重点研究了常用TDM策略间的关系,通过TDM策略间关系的研究,找到实用的协同策略组合,从而提高城市实施TDM的效用。本文的研究首先依据了社会网络理论与方法,将TDM策略作为网络结点,策略间相互关系作为网络有向边,建立了具有52个结点的常用TDM策略综合网络,然后根据社会网络分析的相关方法,利用Ucinet软件对TDM策略网络中,策略结点的度、中心性、介数、效用等典型指标及其对策略的映射含义进行了计算和分析,进而得到TDM关键策略:改善公共交通、非机动车交通规划、智慧增长模式、减少通勤交通、停车管理;TDM核心策略:改善公共交通、非机动车交通规划、减少通勤交通、智慧增长模式、最小成本计划。这些策略在网络中与其它策略联系紧密,并形成多组常用策略组合:改善公共交通策略与改善交通场站策略,改善公共交通策略与新都市主义策略,改善公共交通策略与道路收费策略,智慧增长模式策略与规制改革策略,改善公共交通策略与通勤交通财政激励,改善公共交通策略与按里程收费,改善公共交通策略与停车收费策略,改善公共交通策略与智慧增长模式策略,非机动车交通规划策略与最小成本计划策略,停车管理策略与新都市主义策略,停车管理策略与智慧增长模式策略,智慧增长模式策略与通勤交通财政激励策略,智慧增长模式策略与停车收费策略,TOD模式策略与规制改革,减少通勤交通与智慧增长模式策略。在这些策略组合中,依据社会网络效用传递模型的简化模型——对称连结模型,建立分析最优策略组合的方法,以距离为1的策略组合为例,得到了该方法下的最优策略组合:TOD模式策略与规制改革。研究成果可为高效制定TDM计划提供经验参考。
